PROVIDENCE, R.I.—The city of Providence has reached a concession deal with one of its largest labor unions that is designed to save more than $20 million.

City Council on Thursday approved the deal with Local 1033 of the Laborers' International Union of North America.

The union has agreed to a 1 percent pay cut, a three-year freeze on wages, higher insurance co-payments and other give-backs. In exchange, the city agrees not to lay off union members during budget cuts.

The council also approved a retirement incentive deal for eligible union workers. It includes a $2,500 severance payment this year, and $2,000 payments in each of the next two years.

The union represents 844 city employees, but not school workers, police officers or firefighters.
