Arbitrator: Gov. Quinn can't stop union raises

The state's largest employee union won the first round in its battle with Gov. Pat Quinn over his decision to block pay raises for 30,000 workers after an arbitrator ruled today that the administration is violating its contract by not doling out the increases.

Workers were scheduled to get a 2 percent pay bump on July 1, but Quinn refused to pay the raises for workers in 14 agencies. The governor said lawmakers did not set aside enough money to cover the $75 million cost and keep government running for a full year.

The American Federation of State, County and Municipal Employees took the matter to an arbitrator, in addition to filing a lawsuit in federal court. Today, arbitrator Edwin Benn directed the state to pay the increases and to make up the difference in lost wages to workers within 30 days.
