Labor won't form government with Greens: Daniel Andrews

Labor leader Daniel Andrews says he won't form government with the Greens, despite an offer from Greens leader Greg Barber.

Mr Barber said his party would be prepared to work conditionally with a Labor government.

"They would need to support our policy, that’s why we're running - we're running to get Green policies up," Mr Barber told reporters on Saturday.

"I believe in the next parliament there will be negotiation and compromise to form stable government and deliver the policies we know Victoria wants."

But Mr Andrews ruled out forming government with the Greens.

"No deal will be offered and no deal will be done," Mr Andrews told reporters.

The Liberals will preference the Greens last, but Premier Denis Napthine says he is sceptical about the Labor-Green relationship.

"There is no doubt Greens and Labor are forming a partnership, an alliance," Dr Napthine said.

"And when we see the Labor how to vote card, you will see that Greens and Labor are working together."

Mr Barber said the Greens aimed to beat Labor in the seat of Melbourne, and were chasing the Liberals in Prahran.

"That's what can deliver us the balance of power," he said.

Labor announced a $100 million fund for community sporting clubs to build facilities, with $10 million set aside for women's changing rooms.

"We want to see a situation where every Victorian can participate in community sport," Mr Andrews said.

Dr Napthine promised extra police access to CCTV footage on Victorian streets, a move prompted by the 2012 murder of Jill Meagher in Melbourne.

The Safer Streets Victoria proposal would give police automatic and immediate access to the CCTV footage of any private business that joined a voluntary register.

 

"We saw the success of using private CCTV from businesses in the dreadful case involving Jill Meagher, and in that case it took several days for police to access that CCTV," he said.

Victorians go to the polls on November 29.
